Note: You may be looking for the UPC Base and Starfleet Starship UPC, or for the Universal Protection Committee, the union that the UPC governs, which is commonly known as the "UPCom", or less commonly known as the "UPC".
The Universal Protection Council, or the "UPC", is the governing body of the UPCom.
The UPC is an galactic organization larger than the Galactic Senate. It was founded to restore peace to the galaxy by banding many groups and galactic powers, designed to protect and govern the galaxy and all loyal groups. It is the governing body of the UPCom. The UPCom is comprised of most countries on Earth and all planets and moons loyal to the UPC. Certain places are permitted to have direct representation by a section, and some not. The UPC is divided into sections, which is the basic unit by which the UPC covers larger votes. The UPC is a democratic republican government, since it is governed by democracy and representatives.
The Four Branches
The UPC is divided into four branches- the Executive Branch, the Legislative Branch, the Judicial Branch, and the Organization Council branch.
Executive

The executive branch is the branch that approves and enforces the laws. The UPC executive branch is comprised of a presidency (President, a Vice President, a Secretary, a Treasurer, and a Presidency Assistant) and a cabinet.
UPC Cabinet
The UPC Cabinet is similar to the cabinet of the United States. Its members are referred to as "Secretaries", and are responsible for advising the UPC Presidency in different aspects of the government and military. The cabinet members are appointed by the UPC Presidency, and the members may not be a member of the OCP or the UPC Presidency. They are normally chosen from the presidency of the organization councils that are responsible for their area of expertise, and are normally the highest ranking member of the OC that are able to perform in that responsibility. The following are the different positions in the cabinet and their responsibilities:
Secretary of State
The Secretary of State is responsible for running the cabinet and their meetings (when members of the UPC Presidency aren't present), dealing with foreign affairs, advising the UPC Presidency in general, and studying planets and civilizations that are not part of the UPC.
The Secretary of Tactics and Strategy is responsible for advising the Presidency on tactical, strategic, and military matters. This secretary is normally a member of the Tactics Council and a high-ranking officer in the UPC Army.
The Secretary of Magic and Powers is responsible for advising the Presidency on magical and super-human power related matters. This person is normally a member of the Magic and Powers Council and has some sort of magic or power, and should be educated in the different kinds of magic and powers within and outside of the UPC.
The Secretary of Diplomacy and Negotiation is responsible for advising the Presidency on diplomatic and negotiative matters. This person is normally a member of the Diplomats Council, often works closely with the Secretary of State in dealing with foreign affairs, and often acts as a diplomat and negotiator for the UPC.
The Secretary of Espionage and Intelligence is responsible for advising the Presidency on spying, intelligence, and espionage matters. This person is normally a member of the Spy Council, and should have experience in the espionage business or experience in dealing with the espionage business.

UPC Presidency
There are five members of the UPC Presidency, and though they all have terms, only the president has limited terms, 3 three months terms, and after the terms are fulfilled, he/she cannot serve in any UPC presidency position. All other presidency positions can be held innumerable times. To run for a presidency position, the person must be a president of a section. If the president has served all three terms, his vice president may run. After the vice president of his section has fulfilled all their terms, the secretary may run, and the same with the treasurer and Presidency Assistant. If the president of a section holds a position that does not allow him to run, such as a Supreme Court Justice or Organization Council Presidency member, then the vice president can run. Same with the secretary, and treasurer, and Presidency Assistant. All UPC Presidency members are only qualified for Class Alpha Security Clearance except for the President, who has Class Omega. The following are duties of each presidency member:
The President's main duties involve running UPC Meetings and Presidency Meetings, acting as the President of the UPC Government Council, and signing or vetoing bills. If the President signs a bill, the other four Presidency members can veto his signature if they vote against it unanimously. It can also be overrun by a 2/3 majority in Congress. If the President vetoes a bill, his veto can once again be overrun with unanimity in the rest of the Presidency to sign the bill, or with a 2/3 majority in Congress. The President is seen as the leader of the UPC, and is essentially the most important position. The President is also the Commander-in-Chief of the UPC Armies . The President can serve three 3-month terms. The President of the UPC is the only person in the UPC who is qualified for Class Omega Security Clearance, the highest security clearance in existence, meaning they pretty much have access to all information. The President of the UPC is also the only member of the UPC who can change someone else's security clearance, whether that involves making it higher or lower. This means that the President can give someone else Class Omega Security Clearance if the President deems them worthy.
The Vice President is next in line for the President's position if the the President is unable to perform his duties in the case of death, injury, health problems, capture, or impeachment. It then goes down throughout the UPC Presidency, then through the Organization Council Presidency. After them, the Presidencies of the Senate, House of Reps, and Supreme Court follow in that order. The position then goes through the presidents of the sections, from Section 1 to the last section in numerical order. Next are the vice presidents, the secretaries, and the treasurers. After all these people are unable, an election must take place.
President when the President is busy. The Vice President is next in line for the position of President in case the President is unable to perform his duties temporarily or permanently due to death, injury, health problems, capture, or impeachment. The Vice President can also participate in the Presidency vote that can override the President's veto or signature on a bill. The Vice President has unlimited three-month terms. The Vice President serves as a member of the UPC Government Council.
The Secretary's main duties involve taking detailed minutes of Presidency Meetings and UPC Meetings. The Secretary used to be responsible for taking notes of the history of the UPC, but that became unnecessary when the Historians Council was created. The Secretary has unlimited three-month terms, and is third in line to take over the position of President if the President and Vice President are unable to perform his duties due to death, injury, health problems, capture, or impeachment. The Secretary also participates in the Presidency vote that can override the President's veto or signature on a bill. The Secretary also serves as a member of the UPC Government Council.

The Treasurer participates in the vote that can override the President's veto or signature on a bill, and is fourth in line for the position of President, right behind the Secretary. The Treasurer is a member of the UPC Government Council. This was not one of the original Presidency Positions.
The Presidency Assistant, or PA, is a member of the Presidency, but mostly helps the other members with their work. The position of Presidency Assistant was not an original UPC Presidency position, nor was it a presidency position anywhere, but was created by the UPC. The PA participates in the vote that can override the President's veto or signature on a bill. The PA is also fifth in line for the position of President, right behind the Treasurer, and is a member of the UPC Government Council.
Each of the Presidency members has an Official Assistant to help them with their work. This person is always a member of their Section so they can have access to similar information to the Presidency Member that they are aiding. Official Assistants do not have terms, are chosen by the Presidency Member, and are given Class A Security Clearance, except for the President's Official Assistant, which has Class Alpha. Regardless of the Presidency position, the Presidency Member usually has the same assistant. The Official Assistant is usually someone close to the Presidency Member.
The Legislative Branch of the UPC mainly consists of UPC wide votes which covers most of the laws created, and the Congress of the UPC, which consists of two houses: The UPC Senate, and the UPC House of Representatives.
UPC Wide Votes
Many votes in the UPC involve all the members of the UPC. They can present laws, vote and debate on them, and then pass them. However, they have to be approved by the President and the rest of the UPC Presidency. Everyone, including the UPC Presidency, OC Presidency, Congress, and the Supreme Court Justices participate in these votes.
The UPC Senate consists of one member from each section, often the most diplomatic and persuasive member, and is therefore based off of equal representation. More intricate laws that promote too much debate are handed from the UPC down to Congress (The Senate and House of Reps). Members of the Senate can also promote bills, whereas other UPC members can only promote bills in the UPC wide votes. All Senators are qualified for Class B Security Clearance except for the Speaker of the Senate, who holds Class Alpha, and the Assistant Speaker and Secretary of the Senate, who hold Class A. The Senate is presided over by a Speaker of the Senate, an Assistant Speaker, and a Secretary of the Senate.

The duties of the Speaker of the Senate involve leading meetings in the Senate, voting like any other Senator, handing official duties, and acting as the Vice President of the UPC Government Council.
The Assistant Speaker's duties mainly involve aiding the Speaker of the Senate in leading meetings, voting, acting as a member of the UPC Government Council, and filling in for the Speaker if he is busy. The Assistant Speaker would also succeed the Speaker if he was unable to perform his duties due to death, injury, health problems, capture, or impeachment.
The Secretary takes detailed notes of meetings, succeeds the Speaker if the Assistand Speaker cannot, and acts as a member of the UPC Government Council. The Secretary of the Senate also deals with many official duties.

The House of Representatives is similar to the Senate in the fact that it passes and proposes bills, is part of Congress, is handed the more intricate and debated bills, and is headed by a Speaker of the House, Assistant Speaker, and Secretary of the House. However, it is based on proportional reprsentation. For every four members of a section, that section is alotted one representative. Unlike Senators, who are qualified Class B Security Clearance, Representatives are qualified for Class C Security Clearance, except for the Speaker of the House who holds Class Alpha and the Assistant Speaker and Secretary of the House, who hold Class A.
Speaker of the House:
The Speaker of the House presides over the House, runs meetings, acts as Treasurer of the UPC Government Council, and basically runs the House of Representatives. The Speaker also participates in House votes.
The Assistant Speaker of the House aids the Speaker in ttheir official duties, helps run meetings, subs for the Speaker as needed, and succeeds the Speaker in the case that he cannot perform his duties due to death, injury, health problems, capture, or impeachment. The Assistant Speaker is a member of the UPC Government Council.
The Secretary of the House takes detailed notes during meetings, votes like a normal representative, and succeeds the Speaker if the Assistant Speaker cannot. The Secretary is a member of the UPC Government Council.
The Judicial Branch is headed by a UPC Supreme Court, like the US Government. The Supreme Court formerly consisted of 20 members, but one was recently added due to the risk of a tie. There are now 21 members. Members of the Supreme Court are appointed by the President of the UPC. However, the leading positions, Chief Justice, Assistant Chief Justice, and Secretary of the Court, are appointed by a vote within the UPC Supreme Court. The Supreme Court judges the actions of the UPC Presidency, Organization Councils, and Armies. They also judge highly debated cases that are passed up by lower courts, and judge to see whether laws passed by the UPC and Congress are constitutional. All Supreme Court Justices are qualified for Class B Security Clearance except for the Chief Justice, who is qualified for Class Alpha, and the Assistant Chief Justice and Secretary of the Court, who are qualified for Class A.

The Chief Justice's main duties involve leading the court, choosing cases to take with the other two officers, and taking care of many official matters. The Chief Justice serves as the Secretary of the UPC Government Council.
The Assistant Chief Justice aids the Chief Justice in his duties, choosing cases with the other two officers, and taking care of official matters. The Assistant Chief Justice can sub for the Chief Justice, and would take over hs position in the case of death, injury, health problems, capture, and impeachment. The Assistant Chief Justice serves in the UPC Government Council.

Secretary of the Court:
The Secretary of the Court takes detailed notes of meetings, helps choose cases with the other officers, and is second-in-line for taking over the Chief Justice's position in the case of death, injury, health problems, capture, and impeachment if the Assistant Chief Justice cannot. The Secretary of the Court serves in the UPC Government Council.
The Organization Councils make up the fourth branch, and are headed by the Organization Council Presidency. The Organization Councils will be explained more fully in the next section, but they are essentially the heads of committees for certain tasks and areas. The Presidency of the Organization Councils is elected by a full UPC vote. Only presidents of OCs can run for this position, unless the president has fulfilled all his terms, in which case the vice president can run, and so on through the Presidency Assistant. Only four three-month terms can be served in the OCP, and only one of those terms can be as President (there have been exceptions, though, in certain cases {Adi Gallia and Padme Amidala}). The members of the OCP essentially have the same duties as the UPC Presidency, except it only applies to Organization Councils. The President of the OCP is next in line for the position of President after the UPC Presidency. The position then goes down throughout the rest of the Presidency. All members of the OCP are qualified for Class A SecuIrity Clearance, except for the President, who is qualified for Class Alpha.
Organization Councils (OCs) are not the primary means but another means of organization for the UPC. Organization Councils are committees that cover and govern certain things in the UPC. These may include Security, Espionage, Diplomacy, Provisions, Tactics, Exploration, Manufacturing, and many more. The first two

created were the Tactics Council and the Females Council (which was removed). Then the Security Council, Diplomats Council, Spy Council, Magic/Powers Council, Foreign Species Council (which has also been removed), and the Explorers Council. These were the original OCs, though two of them are now disbanded. They were required to have one member from every section, and only one (excluding the Foreign Species Council and the Magic/Powers Council). Though they are all still required to have one member from every section, more can be included if desired. The members are normally members with certain skills in that area, members with the best skills in that area within their section, or sometimes just people whoa are good at organization and planning that can keep the OC organized and under control. There are now numerous OCs that focus on various subjects and accept members that have skills in that area, and don't require a member from every section.
A number of Organization Councils became Advisory Councils instead of Organization Councils, since they weren't organized to deal with a certain task or area. However, all Advisory Councils were disbanded later.
Presidencies
Each Organization Council has six members. They are the president, vice president, secretary, treasurer, representative, and presidency assistant (PA). At one time, only OCs with thirty or more members had a presidency assistant, and all OCs had a 2nd Representative, which was removed. Their order of authority is the same as the order in which they were mentioned. The president of an OC is first recommended by the Organization Council Presidency. The OC then votes to approve the president. If the recommended president is not approved, the OC then nominates a president, and they then elect the other members of the presidency.
President
The president of an OC, once again, is first nominated by the OCP presidency. The OC votes to approve the

president that was nominated. If the president is not approved, they then proceed to nominate a president within the OC and vote on him. The president's main duties involve leading the council in discussions, occassionally attending meetings of all the presidents of Organization Councils, and signing or vetoing bills passed by the OC. If it is vetoed, the rest of the OC can override his veto by a majority of at least 75%. The president is basically seen as the head of the Organization Council. Also, presidents of Organization Councils are the only ones who can run for positions in the Organization Council Presidency (OCP). However, they cannot run if they are members of the UPC presidency, senators, or members of the UPC Supreme Court. If they are, the vice president can run (if he follows the same qualifications).
Vice President
The vice president of an OC is elected within the OC. The main duties of the vice president involve assisting the president in his duties, subbing for him in the case of an absence, and temporarily taking over his position in the even of death, health problems, injury, capture, or impeachment. The vice president also helps in group discussion. Vice presidents can also run for positions in the OCP if the president has either fulfilled all four of his terms or is not permitted to run. However, if the vice president has fulfilled all four terms, or is a senator, UPC Presidency member or Supreme Court Justice, he cannot run for the position, and the secretary is then eligible to run.

within the OC. The secretary can also run for the OCP if the president and vice president cannot run. However, if the secretary has fullfilled all four of his terms or is a member of the UPC Presidency, Senate, or Supreme Court, he is ineligible to run and the treasurer is able. The secretary is also next in line after the vice president to temporarily take over the position of the president if he cannot fulfill his duties due to death, injury, health issues, capture, or impeachment.
Treasurer
The main duties of the treasurer are keeping a detailed record of the money spent by the OC, the money available, and creating a budget for the OC. The treasurer can also run for a position in the OCP if the president, vice president, and secretary cannot. However, if the treasurer is a member of the UPC Presidency, UPC Senate, or UPC Supreme Court, then he cannot run. The treasurer is also next in line for taking over the president's position temporarily after the vice president and secretary.
Representative
Representatives are the fifth people in command in the OC. However, people often run for this position instead of the higher presidency positions. This is due to the fact that this person has representation in one of the governing bodies of the OCs- The Council of Reps. Though the OCP is the main governing body of the OCs, the Council of Reps has one representative from every OC, and they make decisions based off what they know from each OC.
2nd Representative
The 2nd Representative is an office in the Organization Council Presidency that is no longer used. The 2nd Representative was the sixth in command in the OC, and they were the backup for the OC's representative. If the representative couldn't attend the Council of Reps, the 2nd Representative would attend.
Presidency Assistant
The Presidency Assistant, or simply Assistant, is the sixth and last in command in the OC. The Presidency Assistant essentially helps the Presidency in whatever way is possible, and takes many administrative duties.

Organization Councils: President

consisting of a president, vice president, secretary, treasurer, and presidency assistant. However, sections were formerly only governed by a president, vice president, and secretary. Sections must consist of four members, though that was not formerly required. The UPC first started out with fourteen sections, most of which still remain. Some sections were removed, however, due to certain propositions that disallowed many sections to be part of the UPC, and lost their rights for direct representation.
Senators
Each section has one senator that represents them in the UPC Senate. These senators are elected within the section. Typically, the standard procedure is to elect someone who is not a member of the section presidency. However, in smaller sections, that is not always possible, and in larger sections, it is sometimes ignored. Presidents of sections cannot be senators, due to the fact that presidents are technically part of the Executive branch. Senators have unlimited terms. If someone is a Supreme Court Justice, member of the OCP, representative or a member of the UPC Presidency, they cannot be a senator. Conversely, senators cannot be Supreme Court Justices, member of the OCP, representatives, or Supreme Court Justices. Senators are qualified for Class B Security Clearance.

allowed to have one representative for every for members in the section. This encourages many sections to add new members into their section for more representation. Sections Presidencies
Sections presidencies, once again, consist of five members: president, vice president, secretary, treasurer, and presidency assistant. Formerly, however, there were only three members of the presidency. Those represented by this section appoint the members and president by an election. The other members of the presidency are appointed by the section president (and approved by a UPC wide vote). Sections presidencies often reflect the order of authority and power in their organization or group. Presidents of sections can run for the UPC Presidency if they have not already served three terms as UPC President, and if they are not UPC Supreme Court Justices. If they cannot run, the vice president of the section can. The same goes for the vice president and secretary, and the secretary and treasurer. Presidency assistants cannot run. Presidents of sections cannot be senators or representatives, and other members of the presidency typically aren't, but presidents (and other members of the presidency) can be UPC Supreme Court Justices. Presidents of sections are qualified for Class B Security Clearance while vice presidents, secretaries, treasurers, and presidency assistants are only qualified for Class C Security Clearance. Backups
Each section is required to have one backup. Backups are not technically members of the section, but fill in for
them in UPC meetings and votes if they cannot attend. Due to constant battles and other important duties of the UPC members, they often miss meetings, so backups become quite frequent attendants of meetings and such. It is also encouraged for sections to have assistant backups, but it is not required. Backups and assistant backups are often promoted to be members of the UPC after holding their position for a while, due to the fact that they have had much experience with attending UPC meetings and votes. When members of the UPC cannot attend elections or votes, they can do one of four things- vote beforehand, have a backup attend the vote and require them to vote the way the member wants (which is legal and has consequences for not obeying), having a backup attend and give them the freedom to vote however they desire, or not vote at all. Backups are qualified for Class D Security Clearance just like normal members.
The UPC Special Operations Brigade was a group formed by the UPC Army to take care of more difficult and less direct missions, such as infiltration and small task force type missions. Grand Admiral Cody was the one who came up with the idea, and after discussing it with the Council of Admirals, they decided to form a Special Operations Brigade with Cody supervising it as its Admiral. They discussed who the General should be, and finally decided on Captain Shaak Ti of the Jedi Army. They nominated her at a War Council meeting, and the nomination was accepted. Later, Splinter, the trainer of the Ninja Turtles was appointed as its Commander, but that was changed later. They decided that they needed some people with more experience in running a Special Ops Brigade to be in its leadership, so they removed Splinter and appointed William H. McRaven of the United States Special Operations and Major Arligan Zey of the Jedi Army who was the leader of the GAR Special Ops to be the new Commanders. Splinter was appointed to be one of the three main trainers. Splinter was the martial arts and swordfighting trainer, with Clone Trooper Ordo as the slicing, black ops, and blaster trainer, and Tycho Celchu as the piloting trainer. When the brigade was original formed, there were only 24 teams of four people, but later more were added and are still continuing to be added. The original 24 were named after Greek letters, and the later ones are named after Phoenician letters. Each team has one captain which is in charge of the small group. The brigade also has duos and special agents that work alone, but the majority of the UPC SOB is made up of four person teams. All members of the four person teams beside the captain are referred to as Agents. The Captains are qualified for Class C Security Clearance, and the Agents are qualified for Class D.
